License Site Requirements
- Compliance with License Boundaries:
- The site must adhere to its designated geographic coordinates.
- All extraction activities, facilities, and storage areas must remain within the licensed boundaries.
- Concrete Markers Installation:
- Concrete markers must be placed to define the license site boundaries at all corners and along its sides.
- A minimum of 15 markers must be installed, with one marker placed every 125 meters, painted white.
- Fence Installation:
- A metal fence must be erected around the entire perimeter of the licensed site.
- The fence should follow the geographic coordinates specified in the license (WGS84).
- Gate Installation:
- A designated entry and exit gate for vehicles must be installed at the main entrance of the licensed site.
- Regulation of Raw Material Transport and Sales:
- No raw materials or extracted minerals may be transported, sold, or removed from the site without proper authorization.
- Each transport load must have a document issued by the license holder, confirming that the materials were extracted legally.
- The document must detail the type, quantity, and destination of the materials.
- Copies of these documents must be retained for ministry inspection.
- A weighing scale must be installed on-site to measure extracted mineral quantities as per ministry regulations.
- Excavation Rehabilitation:
- Excavated areas must be refilled, leveled, and rehabilitated continuously throughout the project.
- Annual Financial Reporting:
- A certified accountant must prepare and submit an annual financial report according to the specified timelines.
- Financial Obligations:
- The license holder must disclose and pay financial dues on time.
- Employment of a Saudi Representative:
- A Saudi employee knowledgeable in regulations and guidelines must be present at the site during operational hours.
- Weight Restrictions for Transported Materials:
- Truck loads must comply with weight limits as per governmental regulations.
- Data Updates:
- The license holder must update their information whenever changes occur.
- Prohibition of Site Leasing or Rights Transfer:
- The licensed site or any part of it cannot be leased, nor can any rights granted by the license be transferred to a third party without ministry approval.
- Compliance with Mining Investment Regulations:
- The license holder must accept and adhere to the terms and conditions of the Mining Investment Law, its executive regulations, and all related laws and guidelines.
- Accuracy of Provided Information:
- The license holder is responsible for ensuring the accuracy of all submitted information.
- Environmental Compliance for New Quarry License Applicants:
- Applicants for new building material quarry licenses must meet the environmental compliance conditions set by the National Center for Environmental Compliance within six months before final operation.
- An environmental operation permit must be obtained from the center.
- A copy of this permit must be submitted to the ministry.
